Ten-Bel highlights a problem characteristic of post-tourism: the housing units within tourist resorts can become permanent homes, but the large-scale infrastructure that once came with them is left obsolete, without adequate funding, maintenance or management models for a residential territory.

The loss of single-storey houses in El Toscal is not due solely to their age or deterioration, but to processes of abandonment, fragmented ownership, property hoarding and a lack of public intervention. Identifying who owns them and what their legal status is would make it possible to select buildings that can be recovered, and to develop a public policy of acquisition, renovation and allocation as affordable housing, preserving the residential and heritage housing stock and helping long-established residents remain in the neighbourhood.

In a context of housing emergency, many large-scale infrastructures remain empty or underused for long periods of time. When these are informally inhabited, the conflict tends to be framed in terms of squatting or eviction, while the trajectories of abandonment, vacancy and management that made this situation possible remain almost entirely invisible.
